Your chronic neck pain and panic attacks could certainly be related.
When you have chronic pain your body isn’t ever really fully relaxed; you’re tense and on guard. This can lead to anxiety and panic.
In addition, if chronic pain leaves you feeling you don’t have a lot of control over your life, then this can also contribute to underlying anxiety and panic.
If you’re not doing so already, please consider trying some relaxation training, meditation, maybe even some water aerobics. These can all help reduce the body’s feeling of over-arousal and facilitate relaxation.
Best of luck to you

If you have chronic pain, no relief for it, then yes, it could result in panic attacks.
It is very stressful to have pain all the time & I’m sure it restricts what you can do. You can have panic/ anxiety attacks and also fall into depression.
Maybe you’ve been through treatments and nothing will help your pain but keep trying to get some relief.
I wish you well.
