"Full" coverage generally has three provisions: Liability, Comprehensive, and Collision.
Liablity takes care of others when you are at fault. Comprehensive would be hail damage, vandalism, etc. Collision covers your car in an accident.
A full coverage policy would cover bodily injury to someone else under the liability provision.
